Vice-Admiral Porter joined the Royal Canadian Naval Volunteer Reserve (RCNVR) as a telegraphist in November 1939, later transferring to the Royal Canadian Navy (RCN) in 1940, whilst serving in HMCS Prince Robert.  In 1942, as a Petty Officer, he was selected for officer training and was promoted to Sub-Lieutenant, specializing in communications and serving in HMC Ships Kootenay and St Hyacinthe.  In 1947 he qualified as a pilot and served in the aircraft carrier HMCS Magnificent. Between 1952 and 1953 he commanded the ocean escorts HMC Ships La Hulloise and Lauzon.  In 1954 he was appointed officer in charge of the communications school at HMCS Cornwallis and was promoted subsequently to Commander in July of that year.  In 1955 he became Director of Naval Communications at Naval Service Headquarters (NSHQ) in Ottawa.  Two years later he was appointed to the staff of the Flag Officer Pacific Coast, initially as the Armed Forces Co-ordinator of BC Centennial activities, and subsequently as the Commander Fourth Canadian Escort Squadron and Commander Cadet Training.  In 1960, on promotion to Captain, he returned to NSHQ as the Director of Naval Training, and later was appointed as the Naval Assistant to the Chief of the Naval Staff.  After the integration of Canadian Forces Headquarters (CFHQ) in 1964, he served as Naval Adviser to the Chief of Personnel.  In April 1965 he assumed command of the aircraft carrier HMCS Bonaventure, and then in 1966, was appointed Director-General Maritime Forces at CFHQ.  On promotion to Commodore in 1966, he became Director-General Equipment Requirements at CFHQ, and in September of that year was appointed Senior Canadian Officer Afloat Atlantic in Halifax NS.  Promoted to Rear-Admiral in September 1969, he was appointed Commander Maritime Forces Pacific.

In July 1970 he was appointed Commander Maritime Command and subsequently promoted to Vice-Admiral in January 1971. In November 1971 Vice-Admiral Porter was appointed the Comptroller General at CFHQ and then Assistant Deputy Minister (Evaluation) on NDHQ restructuring until his retirement in 1974. He died 13 March 2016.
